The procedure of students elimination, restoration and transfer


  1. An obligatory condition for students transfer or restoration is the fulfillment of all requirements of the working curriculum of the first academic period  and passing progress tests (interim control).
  2. Transfer or restoration of undergraduates can be carried out on the same course if the difference in the curriculum makes up no more than five required subjects.
  3. In determining the academic difference the difference in the forms of final control is not considered. Control results are assessed in grades ranged from a minimum D (1,0; 50-54%) to a maximum A (4,0; 95-100%).
  4. Students transfer from course to course is carried out by the results of summer exams (interim control) taking into account summer term results and transfer points earned.
  5. The  student studying by the educational grant, who has  the fixed transfer point and has been  transferred to the next course in the presence  academic debts is not deprived of  his/her grant and  retires debts on a paid basis.   
  6. The student studying by the educational grant, who is submitted for re-training course is deprived of his/her grant to continue training for a fee.
  7. Student transfer from  one institution to another is carried out in the following order:  
    • a student wishing to transfer to another institution applies  for transfer to the Rector of  UIB     and receives a sealed written consent for  the transfer and contacts the head  the institution he/she is interested in;
    • to the application for transfer to the head of the host institution copies of the following document must be attached: copies of curriculum cards signed by the head of office –registrar; a copy of the transcript, sealed and  signed by the office –registrar; a copy of a national testing or  complex testing; a copy of the certificate of a  holder of the educational grant (if such is); a copy of an application to  the Rector of UIB signed and sealed.
    • heads of the host institutions determine the academic difference of required subjects of the  curriculum and the course of training;
    • in accordance with the faculty dean, office-registrar, vice rector of teaching and methodical work agreement the head of the host institution  issues an order to transfer the student;
  8. The head of the institution in which the student is transferred sends a written request of sending student’s personal history to the university where the student has previously studied within three working days from the date of the order issue.
  9. The head of the university where the student has previously studied, after receiving such a request, issues an order of elimination with the wording "eliminated in connection with the transfer to (name of institution)”, and within three working days from the date of elimination  order of issue sends a personal history of the student to the host university.  In UIB where he was student, copies of curriculum cards and transcripts, record book, student card and an inventory of documents are kept.  
  10. When transferring student studying by educational grant from one institution to another, the head of the host institution submits to the authority in the field of education and the administrator of the budget program copy of the order of the student admission together with a copy of the educational grant certificate made to his name to adjust funding of universities.
  11. In case the student on educational grant is transferred from one institution to another on a course lower, he is deprived of the educational grant.
  12. Transfer of students admitted to the target position by the state educational order, approved for the certain universities, as well as pedagogical specialties within the allocated quota to another institution while preserving the educational grant is not allowed.
  13. Translation of students for training on a fee basis from one institution to another is accompanied by concluding of a contract between student and host institution.
  14. The student eliminated from the university, may be restored  on any form of training in any specialty and institution regardless of  time of elimination.  
  15. The student on a paid basis, eliminated for non-payment of tuition fees, in case of repayment of this debt may be restored within four weeks from the date of elimination
  16. The process of restoration of students and the elimination of academic differences of the curriculum is carried out only on a paid basis.
  17. The restoration is carried out in the following order:
    • The student submits an application for restoration to the rector of UIB, in which he expresses his wish to continue his/her education. The application for restoration is  accompanied with  Certificate (original);
    • Head of office-registrar  determines the academic  difference in the disciplines of the curriculum and the course of training on the basis of the provided Certificate ;
    • in accordance with the faculty dean, office-registrar, vice rector of teaching and methodical work agreement the head of the university   issues an order to restore the student;
  18. The application for restoration is submitted not later than five working days before the beginning of the next academic period.
  19. If the student is restored to a different institution, the head of the university where the student studied earlier sends the student's personal history upon written request by the host institution, leaving a copy of the Certificate, curriculum card, credit card, student card and an inventory of the documents sent.
  20. The head of the university must take the decision to restore the student at least in three working days before the start of training.
  21. Students transfer learning from one specialty to another, from one training form to another is carried out only for training on a paid basis.
  22. Student transfer from one specialty and training form to another within UIB is accompanied by corresponding changes in the contract and is registered with the order of the head of the university.
  23. The student studying by the educational grant, who has a certificate from a medical-advisory committee on the prohibition to the study on this specialty as a result of a disease acquired during the training period is transferred from one specialty to another on the available vacant position of educational grant.
